Introduction to Improving Cost Management Capabilities & Performance

This is a timely, focused three day seminar course for learning more about how to analyze and resolve major issues and challenges requiring attention and action by agencies, and how they would then navigate the change migration paths that their decisions and solutions set forth.

Why Attend

Mandates will continue well into the foreseeable future for agencies to do more with less and to more credibly justify budget requests and actual expenditures. Agencies can no longer afford to delay improving their cost management capabilities and performance. Improving cost management capabilities should be an easily justified investment!

Some hard won agency successes, lessons learned, and the emergence of additional and more refined techniques and tools are now making it possible to overcome past issues and challenges and to achieve significant improvements in cost management capabilities and performance.

Gary Collins, a highly experienced cost management practitioner and IIBT Faculty Fellow recently led a team in designing and implementing a new state of the art cost management system in one of the largest federal agencies. Gary also designed and will present this course. He will be assisted by additional session faculty, as needed, based on conversations with registered attendees prior to the program.

The course can be attended either in its entirety or in one or two day segments. Consider sending a team: Team attendance can leverage benefits from the course, either by their attending the days together or by splitting the team to attend different  days.

After-actions of the course: segments and additional topics and content will be made available on an in-house, customized  basis; and community of interest workshops will be available.

Who Should Attend?

  • Finance/budget, program, enterprise, IT/IS, HR/HC, change management (BPR), planning, and support services personnel located at HQ, branch, bureau and regional locations who plan to be in a cost management project, or are just in the beginning phases of one;
  • Managers, thought leaders and key team members who are already actively engaged in a cost management project and want to update and fine tune it, especially concerning how to navigate change migration paths, such as the cultural adaptations and changing skill mixes that may be required along the way; and
  • Those in related work efforts or community of interest groups who need to better understand the design, processes and business case scenarios of cost management readiness assessments, systems development, and unit cost budgeting decisions.

Team Tuition Discounts: Discounts will be granted for attendee teams registering from the same agency, even if from different organization units and regions:

2 attendees - 10% discount each;
3 or more
- 20% discount each.  


Registrations may be reserved by email or fax at the current tuition rate at time of reservation. Payment may be made up to 30 days after completion of the course at that reserved tuition rate.

Cancellation Policy: Substitutions may be made at any time before the program begins upon notification, by email, no later than July 24. Cancellations must be received in writing, by email, by July 13 in order to receive a full refund. Thereafter, tuition paid can either be credited, in full, toward a future IIBT program of one's choice or refunded, less a $150 administrative fee. No Shows, without notification are liable for the full tuition.
